PPE Planes IllustratorAs the Commonwealth’s Chief Procurement Officer, Gary Lambert, Assistant Secretary for Operational Services, along with the OSD Strategic Sourcing staff, are responsible for establishing and managing Statewide Contracts (SWC) for goods and services that meet the broad needs of the Commonwealth.

This role changed considerably when Governor Baker declared the COVID-19 State of Emergency. OSD Leadership and a large contingent of the Strategic Sourcing Unit quickly switched their focus from contract management to the acquisition of Personal Protective Equipment (PPE) needed to fill the MEMA warehouses for use by first responders, medical staff, and government entities across Massachusetts. To date, more than 107 million pieces of PPE came from sources near and far, filling three MEMA warehouses with much-needed supplies.

In some instances, getting the PPE to Massachusetts from overseas presented a huge hurdle, requiring OSD staff to become intimately involved in managing the coordination and logistics of seven Air Canada cargo flights between Shanghai, China, and Boston, Massachusetts. This was no easy feat, and with the intervention and assistance from a variety of international and domestic channels, OSD was able to clear the hurdle and navigate the many and ever-evolving rules imposed by the Chinese government.

With the announcement of the Commonwealth’s Reopening Plan, OSD’s MEMA activities are winding down and the team’s focus is shifting back to their day jobs of contract management.
