rmv_logoThe Massachusetts Department of Transportation (MassDOT) Registry of Motor Vehicles (RMV) is announcing that due to its final upgrade to new technology, ATLAS, no customer service transactions can be conducted starting at 6 p.m., Friday, November 8 and until 7 a.m., Tuesday, November 12. Only law enforcement partners will be able to access Registry information.  In addition, inspection station locations will not be able to conduct motor vehicle inspections on November 9, 10, and 11.

“We appreciate the public’s patience, cooperation, and understanding as the RMV completes its transition to a new platform that will greatly enhance the quality and number of online vehicle transactions available to our customers,” explained the RMV’s Acting Registrar, Jamey Tesler. “This transition began with the introduction of new customer credentialing and licensing service in March 2018 and, as with any major organization-wide technology change, we expect an initial learning curve for our staff, business partners, and customers. We encourage all customers to skip the line and go online to take advantage of the many new service offerings that will be available at mass.gov/rmv beginning November 12.” 

Registry customers are encouraged to plan for the shutdown of transactions between late in the day on November 8 and the start of business on November 12. Customers may go online prior to Veterans Day, getting vehicles due for November inspections into service stations prior to November 8, and, if in-person transactions are required, visiting Registry and AAA customer service locations as soon as possible or waiting until later in November.    

The first release of ATLAS, the Registry’s new web-based system, was completed in March 2018, and enabled the Commonwealth to issue a customer option of federally mandated REAL ID credentials. The second, and final, ATLAS release on November 12, 2019, pertains to vehicle services such as title and registration. ATLAS provides customers and business partners with new, modern, and more convenient ways to conduct business with the RMV.

With the new system, many new transactions will be available at mass.gov/RMV.

Customers can begin, and often complete, their transactions online, and are encouraged to go online first to get informed about required documents before they visit a customer service center.

To summarize the customer impacts from Friday, November 8 at 6:00 p.m. until Tuesday, November 12 at 7:00 a.m.:

·         No RMV services, including registration or licensing services, will be available at the RMV, AAA, auto dealerships, or at insurance companies.

·         No vehicle safety and emissions inspections will be conducted in Massachusetts.

·         No RMV internet transactions or phone service will be available.

·         No external interfaces for driver or vehicle services will be accessible. 

Massachusetts Registry of Motor Vehicles Service Centers, transactions, and operations will reopen for business on Tuesday, November 12, at regularly scheduled times, following the observed Veterans Day federal and state holiday.
